No, you're completely confused.

The deficit has always included discretionary items like the Iraq war. Deficit projections are projections, which may or may not be accurate, but given that the annual cost of the Iraq war is MUCH less than liberals usually think it is, it doesn't make much of a material difference.

Now if you really want to talk about something that is "off the budget," we could talk about Social Security. But I can understand if you want to accuse me of "changing the subject," because the truth is that you'd rather remain in your selective ignorance.
