Why do you say that? That current operating surplus was the first in my lifetime - I thought I'd NEVER see one. More than anything else, it was the signature accomplishment of the Clinton administration. Why wouldn't Gore have wanted to continue it? He'd have had an (R) congress - it's not like they'd have given him any mad money, and he'd be vetoing their pork..

You forget.......the Rs controlled Congress. They would have done the opposite of what Gore wanted.
