"Financial Institutions" are really people. Just as "politicians" are people. What The One and his administration, and in extension Kenneth is saying is that there are certain people they are willing to trust and others they are not willing to trust. They, of course, "trust" people who do what they say they must do. People who toe the party line, which makes their job easier. People who "understand" what is expected and don't make a fuss. Anyone who doesn't do those things must not be trusted.
