The EU money is intended for the "new members" of the EU.

You are correct that (thus far) *most* of the funding has flowed to other 'new EU members', and not to Czech Republic (for example: money has gone to their immediate neighbor Hungary).

But, with even Austria in big, big trouble (over the loans their banks have extended to Eastern Europe... many of which are moving into default now), and Austria *far* from a 'new member of the EU', <g>, I expect that Czech Republic will itself be on the receiving end of bi-lateral and multi-lateral aid before this year closes out... (and possibly even some of the funds from that EU currency stabilization appropriation that I posted --- which has *not* been fully allocated yet).
