Of COURSE they do! Presidents of both parties have been using the SS current account surplus to make the deficit look smaller since Johnson started it to make it seem like Vietnam was no financial sweat. You understand that SS only goes into deficit IN THE FUTURE, and the dedicated tax is currently yielding a surplus?
