The cartels already exist in every major US city right now.

Police in every one of those cities are already on their payrolls.

So far, they are winning the new Mexican American war.

They are not fighting a PR war.

That's for two big reasons. Alcohol, Wine and Beer lobbies plus doped up people probably pay less in taxes.
