It isn't so much a "defense" of Bush as it is a request that someone actually explain exactly what the complaint against them is.

The handling of the humanitarian crisis, AT THE FEDERAL LEVEL, was appropriate in the circumstances. The state and local failure was a disgrace.

They could, however, have done a much better job of handling the money. A billion dollars or more was absolutely wasted.

So, what exactly, do you think should have been differently?

That's what I thought. You haven't any idea.
