It does NOT pay "full retail". Where on earth did you get that idea? Apparently, you did your research on Part D in the same place you got your accounting education. The Part D providers each negotiate pricing with the particular manufacturers for the particular drugs they choose to reimburse. Where did you get this? The freaking DailyKos or HuffingtonPost? If you people would stay away from the ignorant liberal blogs you might not be quite so out of touch.
