Another really good point. "Spending" and "lending" are different things. Who knows whether we get it back but until the debt is declared uncollectible it seems reasonable to think we may see part of it back.

Of course, if we collect it in the next several years, it is just additional money to be spent at the then-current administration's discretion, I guess.
