My understanding of VAT is that at every step there is a value added tax. Think ore turned into steel, steel is sold to manufacturer VAT, manufacturer makes a product and sells to wholesaler VAT, wholesaler sell to retailer VAT, retailer to consumer VAT. Agriculture seems to work the same way, may go direct to consumer VAT, but usually there are middlemen, or wheat is ground into flour, etc, etc.

Essentially you are correct, each purchaser pays VAT.

And the beat goes on.
