A 7% drop from 2001 to 2002, then a 4% drop from 2002 to 2003. That's not a cliff:


In a billion dollar budget, 7% is a big drop and it continued to drop into 2004, and didn't recover to 2001 levels until 2005. That's nearly 5 years later. All the while, Bush Rs were increasing spending while Bush started two costly wars. So yes, I call that falling off a cliff in budgetary terms and very poor fiscal planning.

By 2005, tax revenues already exceeded that of 2000. Not bad considering Clinton's dot-com bubble burst.

The recession was so minor it hardly glanced a blow on the economy. Your "big dot.com bubble burst" was a non event.
