Saw a history channel show, Rome had all those problems and then their army became a mercenary one with less romans in it, esp the ruling class

That's a rather odd statement. Its hard to be sure what you even mean by it, but just taking it directly and literally its false. Our military spending is a cost to the economy not a benefit.
