Yes, that must be why all these people are driving around with no plates and licenses all over the US.

I've always thought the DMV was pretty efficient, here in Utah, in CA and in Texas. If you go to the office, you DO have to wait, sometimes as long as 15 minutes! Maybe it's different in Arkansastan.
