Strange, isn't it? How the DMV in every state is so poorly run?

Of course, the explanation is that government does pretty much everything poorly with relatively few exceptions. So, you're pretty safe in complaining about any particular department (under Bob Bullock, though, the TX Comproller's office was an exception -- it was an example of government efficiency at its best).
