Scare tactics are effective. Playing to people's emotions also works.

You can tell that California is planning on raising taxes again. They have threatened to lay off all of the non-tenured teachers and increase class sizes by 50%. And of course everyone is up in arms because we can't cut teacher jobs. So, the only answer is to raise taxes and everyone sighs and says "yeah, I guess you are right...gotta raise taxes to keep the teachers employed"

of course, they never put the entitlement programs on the block. They never look at cutting costs in the bureaucratic government job force....instead...."you can't do that! it's about the kids!"
