AIG sold CDS at low prices to banks - Let me add a speculative opinion on this.

This may have been dome with the tacit approval of some US government agencies and/or the FED, as a way to shore of the banking system (and/or reward friends) while only needing to bail out one company - AIG, Anti-Christ Insurance Group.
