No, it's not an iron clad rule, there are many gaps that are left without being filled... filling a gap is not a "must," it's not a necessary prerequisite for anything, during the normal course of market action some get filled and some don't... there are breakaway gaps and exhaustion gaps, they never, if rarely, get filled...

I think of filling gaps as "the game within the game," for example in the game of football there's the game of how many yards passed and yards run, or how many fumbles, or sacks, and so on, but that's not the game itself... filling gaps may have some significance, but it's not the main game itself, I don't pay attention to gaps, although others might swear by them...
