According to your precious NBER: The committee identified December 2007 as the peak month, after determining that the subsequent decline in economic activity was large enough to qualify as a recession. nber.org So if December 2007 was the peak of economic activity, then January 2008 would be the start... 12 months of 2008 plus 3 months for 2009 = 15 months.
