In December, 2007, the U.S. government agreed to pay ARINC a total of $322 million deal for 22 Russian Mi-17 "counter-terrorism" helicopters -- or about $14.6 million each including spares and modifications. That's signicantly higher than the going market rate for Mi-17s, which depending on who you ask, is somewhere between $6 and $8 million. Just a few months later, ARINC was quietly awarded another contract to provide up to 10 more Mi-17s for Afghanistan for $177.5 million, bringing ARINC’s total Mi-17 sales to well to over $500 million (though the contract for Afghanistan was also a foreign military sale, it was curiously routed through a counternarcotics contract* that limits competition -- ARINC was the only company to bid).
