Carnahan sounded slightly unready for prime time, but he's not a slick scam artist, that's for sure. The most interesting thing to me is that, at their small size, they can bid for contracts that can only be awarded to small businesses -- and yet, they have the experience and connections to compete with larger companies for other awards.

tens, a source I talked to at Federated IT led me to believe that there has been NO project on ITOC in the last six months other than a one man hiring! And, significantly, he led me to believe that CYIOS MAY be one of 10 companies that were chosen to have the right to just BID on the projects as they unfold.

As such, and with the structure as being IDIQ, I don't really know how anyone can claim there is a contract, nor what numbers can be placed on it. IF you know more about this, or think the guy at Federated doesn't know what he is talking about, can you please fill us in?
