Not necessarily. There are many solutions. IE: allow 100 million young workers into the country, for one, with the condition they have to be GOOD Americans, and not bitch about their obligations..

Now THAT's an idea.

Invite 100 Million foreigners into the country on the condition THEY'RE going to have to pay the retirement benefits of our aged.
