When have you been in such a circumstance? Can white people check it if they are from South Africa? How about Turks, Arabs, etc? No, they don't qualify for the entitlements? Maybe Ward Churchill or somebody like that would check it but most people use common sense.

Why complicate things indeed. The entitlement is for Black people. A link is not required, it is common sense. People from Africa know it is an ethnic term but occasionally ask if they should check it and the educated answer is 'only if you are Black'. The term 'African American' can qualify people who come from several generations of nationality that is not African. People from Africa who are white, Arab, Turkish etc ethnicity do not qualify. It would make a spectacular news story to test it but most of us would click our tongues at the person who made it a test case. The label is flawed as much as 'Indian' is, but it is hooked to economic benefits so it is likely to remain.
