I'm believe those loans aren't counted against the spending totals in the budget, thus even if you think they shouldn't be counted, there is still nothing to offset.

They are in addition to the $3.55 trillion of federal spending. So if any part of them does not get paid back that is in effect additional spending, and even if they get paid back 100% that's not a reduction in the spending or the deficit.
