The TABOR template seems to have passed muster in a few states. Politicians hate it because when they pass their pork and patronage they have to run some more legitimate budget item down and that upsets its constituency.

It seems like Colorado got theirs overturned by taking from the roads budget for pork. After they had trashed the roads enough the people acceded to their will and allowed them to do the budgetary equivalent of girls gone wild.

The fact that one state lost its will to restrain spending does not stop it from being a nobel cause.
