Success would be a venture that has brought about substantial licensing business and revenue to QCOM.

What if it did that more indirectly? Remember the handset division? Was that division a "success" by itself? Did they bring in more $ than they spent? I don't think so,not by much anyway.
BUT, without the handset division allowing a good, solid quality CDMA phone available to operators would they go with CDMA? You could argue that the expense of making, marketing & R&D on these phones drove CDMA chip/licensing, priming the pump for the LGs & Samsungs to take over. THAT'S the ROI.

I think there has absolutely been some blunders, but does BREW or MediaFlo allow for greater CDMA adoption and give operators a reason to upgrade quicker? Does it "show the way" for others (read Apple) to do it better and continue adoption?
I'm not sure, but I certainly think so.
