Clark: many companies supply level II quotes over the internet. PC Quotes or S&P Comstock are good. You will also need software to view the data feed; which is usually supplied by the data vendors. ck this out: pcquote.com Haven't heard great thing about DBC( which is Signal by the way) If you subscribe through Watley, you also get an order entry module which lets you enter order and get executions in seconds.
