CTEI...in this stim bill is a lot of dough to retrofit Federal and state and local buildings to make them more energy efficient--that is part of what the $64B for alt energy etccc is called for in the bill. CTEI has this Green DCV program. There is more about it at the site but it's geared to exactly part of what the objectives are for the 'less is more' program in the bill. They are talking about retrofitting tens of thousands of buildings. CTEI would probably be limited to the NE area of the USA but hells bells that should be plenty.
