No, I was talking about the regrettable fact that a whole lot of bills get passed by Congress, (year in, year out) without anyone except for maybe a few staffers and lobbyists actually *reading* all the language. :-(

With the "stimulus" bill you might not have even had that much before the bill was passed. Considering its size, various staffers and lobbyists probably for the most part only read the sections relevant to their area of concern...
