Questions then would be:

1) WHICH banks are 'not allowed to repay their TARP loans'?

and,

2) Why?

(But thus far all we have are vague assertions from 'unnamed sources' that refuse to go on the record, and don't even give the name of ANY bank.... and, in a FAUX News EDITORIAL I might add... not even a regular news article.)

So far the claim appears just as smoke, with no actual fire... and it may just be smoke someone is blowing at the public.
