A large rebate on some portion of the last 10 or 20% of an OEM's chip volumes may not be an explicit requirement of exclusivity, but could certainly constitute a strong implicit requirement, based on the economics of (and alternatives to) accepting vs. not accepting the chips+rebate.

And incompetence on the part of AMD could have discouraged potential customers. When fantasizing the possibilities are endless.
