The thing bout cutting the F-22 program now is that it doesn't save most of the costs. Yes it might save billions over the years, but tens of billions have already been spent developing the program, setting up production, working out the bugs, and deploying our current fleet of F-22s. The additional savings per lost extra increment of military utility is at this point greatly reduced.

OTOH if the F-35 program really is going to be sped up, than that should make it more efficient and thus over time less costly than its previous spread out time frame (with the downside that its more expensive initially and per year)
