They didn't get "snookered", it was well known the N.Koreans had been working to get nukes going back to the 70's.

At least the Clinton Administration kept things on a small scale.

It wasn't till Bush got in there with his "hamhanded" bluster that the N. Koreans started BLATANTLY flaunting things by doing missile tests and underground nuke tests.

They ALSO pulled all the fuel rods out of that reactor and gave themselves enough material to make 4 to 10 nukes.

When Bush was leaving office he was sending them fuel oil and saying he might take them off the terrorist list. TALK about getting SNOOKERED!
