However the government instead of tackling the bundling issue by itself, banned most discounts, and handed Microsoft a gift. Unfortunately government regulation can indeed be counter productive.

... Assuming that the government's intent, at the time, was to regulate. Personally, I think the government got exactly what it wanted.
