I think the biggest factor in the "kinder, gentler" crimes that occur in Canada is that they have a social safety net that catches most people and keeps them from falling too low in the ranks.

That theory holds true in your Mexico comparison as being poor in Mexico is much worse than being poor in Canada.

And in the US, we have a safety net of sorts but it only catches some of the people...
