First of all, policy made around exceptions, let alone freak events like that one, is always bad policy.

Besides, your example just reinforces the point that the only reason late term abortions are are done is to avoid such severe disabilities resulting in a painful and early death. No one in his right mind, elite or otherwise, would want to encourage that.
