Actually, no, I don't think so.

It appears to be pretty straightforward: once the war costs (a variable item) are factored out, then the last Bush defense budget was $513 billion.

The FY 2010 Gates/Obama proposed defense budget (minus war costs) is $534 billion.

About $21 Billion more then the previous Bush budget.
