Gandhi clearly saw a tendency for trigger happy British soldiers (or ethnically dissimilar Sikh and Pakistani mercenaries) to be unleashing cartridge and rifle on an unarmed masses with whom they could not identify. Much better to have the guns in the hands of Indians who could see themselves in the bead and notch of the open sight.
