In this context yes. He wasn't espousing every Indian "bubbah" get a firearm, though I can't say in principle (at this time) he'd have been opposed it.

Finally, I believe he figured the way to win was to let the British sink to a level of one-sided violence that even they found repugnant.

I have to respect Gandhi's conviction, but personally I'm not enough of a Buddhist or pacifist to sit by while soldiers and mercenaries beheaded my kinsmen from horseback or shot them full of holes. I'd want to shoot back.
