Eh??????????????? WHAT "plans"? Defense budgets aren't created entirely from scratch each year. Planing is done for years down the road, contracts and programs exist that last years. I thought we were just comparing the OFFICIAL DEFENSE BUDGET REQUESTS proposed by President Bush, and now the first one proposed by President Obama. You thought wrong. We where categorizing the changes that Obama made, the net effect of which is in some senses a cut and in others an increase.
