Yes, that is true. However, funding matters and it would be silly to deny that the key funders of terrorism are countries that are rich in oil. If they weren't rich in oil, then they'd have less to fund with, but even more important, they would place a greater emphasis on human capital to spur economic innovation, which would reduce the fertile grounds for recruitment of terrorists. An educated, employed population is less inclined towards terrorism. Oil is at the root of the cause of terrorism in those Middle Eastern, Islamic, oil rich nations. Friedman writes about this alot and he is dead on correct.
