Some parts of missile defense see increased funding (possibly because they are perceived to be viable... to 'work')... while some others (perhaps not yet viable...) see cuts.

So possibly they are trying to move to more of a 'cost/effective' approach in budgeting? More of a 'prove it can work before major deployment' approach?

Considering that the proposed defense budget represents an *increase* in spending (net of transitory war costs) you will have to show me why you believe there is "great damage done to national security" before I can buy in to that assumption. Some details to your argument, pls.
