I like the suggestion I saw here of setting up decoy ships loaded with an armed crew. The decoy would be indistinguishable from a cargo ship, so the pirates would not know whether to attack any ship or not. If they attacked one of these, they would be blown out of the water and wiped out.

The decoys could be private ships operating under a letter of marque.

And of course, arm the real cargo ships. I heard the shipping companies are reluctant to take on the liability.

The owners and the Captains don't want it. Possible mutiny, liability, etc. They would rather insure and
"pay the danegeld."
