you would think that the rating agencies have set themselves up for an avalanche of lawsuits. It's quite surprising to me that not much has happened on that end. It does not seem like the market can regulate itself on this matter. Also an opportunity for the government to press lawsuit for fraud and negligence, since the government end up owning of lot of that paper. Once they would have to admit in front of a court in excruciating detail how the rating are created and how little the ratings are worth - their influence would be reduced to a mere opinion. That of course would not be a multi billion$ business any more.
