The concept that someone would bother to choose the Somalia coastline as the place to dump nuclear wastes is silly almost beyond belief. The oceans cover most of the planet. They are enormous. You can dump stuff all over them and not have anyone know about it.

Also, the author's description of the old pirates is far from the historical truth. He's giving a glossy version, just the nice parts, intended to support a weak argument. Sure, life was crappy on ships in the 18th century, but don't forget that life was also crappy on land.

This was a time when kings ruled by force and mankind barely had enough technology to survive. Humans were incredibly violent back then; the most common cause of violent death among active US naval officers for the first 30 years of the country was dueling, but far more common than that must have been disease.
