Although I do agree that even in our modern electronic navy there should be someone who can fashion a noose from materials at hand. The great news is there are now, somewhat reasonable ROE. Just a little bit of generalization and the skiffs will be sunk the moment they turn towards a ship. I was so happy to tell my Dad that his service had done the right thing.
