The Somali Pirates are NOT our problem.

They won't have to be if swift, decisive action is taken when they attack Americans. That's the point.

We want to reinforce the behavior of leaving American ships alone. Attack Americans, have a very bad week.

That's the only Pavlovian theory that should be applied here.
