I believe there are plenty of instances where he marched his forces up to a city's walls and then offered fairly 'lenient' treatment for the times (spare everyone's lives, not raze the city, only 'take their money and some of their daughters...' :-) if they surrendered peacefully to him and accepted his rule. It was the one's who resisted who saw 'examples' made of themselves....
