It's not hard to consult with various employers in agriculture, construction, factories, landscaping etc and get an idea how many temps they foresee a need to hire in a given year. Then create that many temp visas and let the workers fill them up, perhaps differentiating by skill or experience if possible.

It won't be perfect but it would replace what the border-jumping system does now.
