I've already said I'm not just comparing the spending to past budgets but also to the previous future plans. Both comparisons are important.

As for the previous budgets, take any one of the eight Bush defense budgets as a basis of comparison and spending will probably continue to increase, and will increase for 2010. Take all military spending rather than just the defense budgets (primarily adding the supplementals) and its less clear, but at least for 2010 your probably looking at an increase.
