Only 12 years for him to get a licence to sell popcorn. Brazil is wildly enthusiastic in their promotion of innovation. What will they think of next? Send more capital.

And what an innovation in the food industry - a paper napkin, a toothpick and not only that but a mint lolly too.

He could have an ethanol tank in his cart too and dispense it to passersby with their netbook fuel cells. With a bigger tank, he could fill cars. With a decent sized vehicle, he could do sushi, drinks and sell cyberphones/netbooks too and operate a base station with a satellite dish for backhaul.

He could have thousands of them around the world. No, make that millions! Send LOTS of capital.
